There are 450+ CERT Teams and Sector Units, functioning in 129
CERT Programs covering 50 counties in Florida as of February 2004
and we continue to grow. Local fire departments, law enforcement
agencies, county emergency management offices and other groups such
as some Red Cross Chapters, schools, civic groups and businesses
sponsor the CERT Program in the State. FEMA FY02 Supplemental Grant
funds are being used to start-up programs in counties and locations
without programs and to expand current programs. At least 8 CERT
Train-The-trainer courses are planned for 2004 with information on
these course being found on the Florida Division of Emergency

Training has been conducted in high schools for students, faculty
and staff, in businesses, through churches and in many
neighborhoods. CERT trained volunteers in several areas of the State
have formed CERT associations and meet regularly to maintain their
skills and prepare themselves for disasters.
CERT volunteers also perform community service duties to support
local emergency management & emergency services ranging from
working in emergency operations centers to helping to feed and
support workers in staging areas and assist in manning disaster
shelters.
The State's Division of Emergency Management coordinates the CERT
train-the-trainer course to help local agencies start-up a program.
Some counties and municipalities also conduct train-the-trainer
courses as needed.

The program runs 8 weeks and includes the FEMA core curriculum,
pre and post event operations and an additional module on
woodland/urban interface. All materials are free.

The Clay County CERT Program began in 2001, with training 150 school
administrative personnel in all 30 public schools and then adding two
community teams in 2002. Over 300 individuals have now completed the

"Special Events" capital of Florida, hosting multiple large-scale
national and international events, is highly vulnerable to weather

Deland has approx. 50 CERT members trained in three different
communities. While the interest in the program has been limited, the three
teams that we have are very energetic. One of the groups will be assisting

The CERT 7 week course is free to residents and people who work in the
City of Hollywood. We hold monthly meetings that consist of training and
then an open discussion of the CERT program. We currently have over 200
members.

Jackson County, Florida completed their first Train-the-Trainer
course with 9 graduates on 5/31/03. A planning session was held
the following week and instructors will begin their first CERT
classes the first week of August. Local Emergency Manager, Rodney
Andreasen, with the CERT Coordinator, will begin recruitment and
registration of participants during the month of June 2003. Any
persons interested in taking the 20 hour course are encouraged to
notify the CERT Coordinator at carerun@gtcom.net or the county

year. We cover 15 square miles of rural un-incorporated Palm Beach. Due to
the nature of our community special emphasis is placed on
communications,SAR and livestock mngmt. in post-storm situation;as well as

our own CERT training and communications training.

preparedness, response and recovery in a coastal county subject to

Caloosa is a 325 home equestrian community of 5 acres or more sites. We
are unincorporated and located near Palm Beach Gardens, Fl but serviced by
the County Fire/Rescue. We currently have 23 members of whom 8 have had
FEMA training. We are waiting for the county to resume training programs
but at the time we are going forward with our own training program. All
members have Red Cross CPR & First level training. Our communications
are with GMRS owned by the Group and Ham. We have medical as well as other
professional members on our team. All team members have their "tool Kits"
and the Team has a substantial Medical supplies war chest. We meet twice
monthly for training and practice.

The C.E.R.T. program is open to high school students. It is a one
semester course. Students conduct fire extinguisher practice, Search &

In Okaloosa County, Community Emergency Response Teams are designed to
be coordinated at the neighborhood level by a designated CERT leader. The

Pasco County conducts a 7-week academy consistent with FEMA guidelines.
Classes meet Wednesday nights from 630-930pm. During 2000, the inaugural
year, four academies were conducted and 110 students graduated. Funding
for the first year was provided by a competitive grant from the State of
Florida Emergency Management Preparedness and Assistance Trust Fund. The
Pasco County Board of County Commissioners is funding two academies during
2001.

The Polk County, Fl. CERT Program began in the summer of 2000 with the
first team formed in the Polo Park subdivision, in NE Polk County. As of
January 2003 we now have 5 CERT teams with over 110 graduates trained and
85 active members. Several CERT BasicCourses are planned for
2003.

Pompano Beach Fire Rescue conducts a seven week program (one evening
per week) addressing the following topics:
1. Introduction to Disasters; 2/3.Disaster Medical Care I &
II; 4. Fire Suppression; 5. Search & Rescue; 6.
Pre-Hurricane Preparations; 7. Post Disaster Response, Psychology,
and Team Organization.
Participants are schooled heavily in understanding and preparing for
hurricanes. Each class is 2 1/2 hours in length and stresses "hands-on"
training. FEMA completion certificates are issued at the end of the
program. CERT disaster equipment and bags are issued free to all
participants who successfully complete the program. The cost to all
participants, at this time, is funded by the city and is provided at no
charge.

The City of Satellite Beach Community Emergency Response Team has 19
dedicated and enthusiastic members. Our CERT members have a vast amount of
experience and education in the fields of medicine, psychology, hazardous
materials, firefighting, and rescue. Monthly training/business meetings
are held and attendance is regular.
|

|
The Seminole County CERT training programs are going well throughout
the County. In addition, the CERT Association has become a most valuable
asset. They have trained very hard over the past year and continue so that
the participants maintain and improve their skills. Some of the additional
training that the members have taken is CPR, SkyWarn, Amateur Radio, Large
Incident Rehab, ICS, EM2000, First Responder, Train the Trainer, Practical
Drills, and Terrorism Awareness. The volunteers within Seminole County are
what make this program a huge success.

Started 3 years ago, the association provides continuing and advanced
training to graduates of the county CERT program. Additionally, training
is provided so that CERT members can obtain Amateur radio licenses and
provide Rehabilitation services to the Seminole County Fire Department.
The association meets once a month and provides CERT volunteers to
Emergency Management to assist in EOC operations, wildfire support, severe
weather events or as required or requested.

We are newly formed and still compiling members and equipment. The Fire
Department will assist the Police Department in training and
organization. |

Since 1994 over 800 citizens have received Fort Lauderdale Fire
Rescue's CERT training. The department offers two CERT training
classes per year with each class lasting 7 consecutive weeks. Topics
of the course include: Disaster Preparedenss, Medical Operations,
Light Search & Rescue, Fire Suppression, and adult CPR.

Boynton Beach is a 18 sq. mile municipality with a population of
62,000, located on the east coast of Florida just south of West Palm
Beach. Our CERT program is open to citizens of Boynton Beach and is
currently funded through a state EMS grant.

The county maintains a database and co-issues all identification. Unified
program combines instructors from cities of Boca Raton, Delray Beach, West

government to offer new classes. Our HOA covers 640 acres with over 10
miles of roads and almost 200 acres of lakes. It is our expectation to

augment limited municipal personnel due to evacuation of
neighborhoods/community during hurricane threat.

trained in Search and Rescue, Disaster Response, Wildland Fire Fighting,

Whisperwood is a 55+ manufactured home community of 395 homes. We have
27 trained members, and are in an unincorporated area outside of DeLand,
Florida. We are not affiliated with any group other than the County
Coordinator from the Volusia County Fire Dept. The team meets monthly to
update information, practice our basic first aid, review radio procedures,
and revise the forms needed for record keeping.
We operate 5 team-owned and 9 privately owned hand held CB radios. We
have organized our team in three groups, Command, Search and Rescue, and
Medical. We are currently meeting Quarterly with the county coordinator
and the coordinator of the City of DeBary. We are planning to jointly
organize a county CERT association.
On January 13,2001, we sent a team of 8 members to the Orlando Fire
Department/Universal Studios "Disaster 2001" that was a great learning
experience that we shared with many others. |
